It's a reconstitution and dilution solution for laboratory and research work. The 0.9% benzyl alcohol acts as a bacteriostatic preservative, which lets a single vial be entered more than once over a working period rather than discarded after first use.

Plain sterile water has no preservative and is single-use. Bacteriostatic water adds 0.9% benzyl alcohol so the solution resists microbial growth between entries — commonly referenced as usable up to 28 days after first entry with proper technique. Full comparison in the Journal.
